Both are good. Gaara is best with mid power players where only 1 stacked enemy have. you will crit the backline with your p1 regardless. but when 2 3 stacked enemys are then the critical will make difference.

Tenten is pretty much useless, since no matter how big crit gap you have against opponent, it will still be random and chances don't get better. Always pick stable att/nin buff over a random luck. It's been proven and discussed a lot of times.
