Normally you can select skills at the same colour with no draw back. In this case with L being linked skills the L- will change according to which L+ you have otherwise it should default back to normal. So yes just unlock Gaara mystery to +2 or gold and you should be able to freely switch from +2. Y+2 and L+2 at no cost.
