I need help explaining this to him. As I see it the Flower Guard is a buff and Bee's passive isn't. Is this correct? Reply

First of all

Killer Bee 7 Swords is immune (it isn't a buff), which can only be removed by supressing immunity, such as Fire Sealing or Kushina, Mad Momma can do, which Edo Itachi can't do.

The reason Shisui can remove Flower Guard is because Flower Guard is a buff.
