Hinata not in the right column does not taunt. If you are expecting most people to have 3 in mid row, then Hinata in the 5th slot is acceptable, but do remember that sometimes teams are based around AOE @ Move 1, which is seems like you're trying to do.
After further reading however I believe you mistyped Hinata's position considering you mentioned there are 2 people behind her. Maybe edit the post to reflect that? When you say row, you mean column. Rows are horiztonal and columns are vertical :-)
You also have to consider what stage in the game he is in, what he has available, and what his opponents can do about it. Hinata doesnt have a "taunt" btw, might be confused with Neji. Obviously people can see that Kiba will be waiting on the AOE, but the first turn standard attacks cannot set up and stop him. On the 2nd, unless the opponents CC is in the top front spot, thus being vulnerable, and faster than Kiba, the AOE will be successful and with the boosted damage from Pose of duel it could be crippling ESPECIALLY if someone who is prepping an attack is hit. Kiba's replse will fly directly into Hinata's puncture skill, rendering them mystery-less and acts as an interrupter. That in turn is followed by chouji and earth main. I could continue on how the team should be used but I wont.
Of course there is always the probability something doesnt go as planned, as with any team, but I'm also not expecting him to be fighting level 70s with all pains and other complex characters.
