as far as I know (I only do S's if I'm not going for coupons) but I hear as long as it isn't a SS it can drop.

The one that drops Convoy Permit is S Rank Convoy .. Also, when you plunder S Rank Convoy, you will have a chance of gaining a Plunder Permit ..
