Yagura is mostly used as an annoying ninja or for fun. He can work in shark bomb lineups too.

You can swap the supports for other units, but make sure you have a mirror to reflect debuffs.

Oh, and don't copy sosp Narutos. Only copy ninjas that rely on their passives or standard attacks to be good instead of their mysteries, like ninjas that buff you, heal you, etc.
