the first to max, imho, is the 3rd passive, since both at +2 and at y+1 is extremely good.

the +2 version works good with chakra coordination and natural draining of wind main and also with nature energy gathering of water main.

the y+1 version make him selfstacking a lot, overall if you manage to bring the chase to +2 (it's up to 28% nin/atk per round LOL).

then comes the mystery imho (at y+1 suppresses super armor while at +2 apply immobile to akatsukis that are everywhere).

Honestly, I'd buff his standard, Clone and his passive that generates chakra/scale first, the rest all can come 2nd.

You can BT any of his skills, but it will still keep rusting in collection. From bad he became alright, but only against Aka units. Tho it might be fun to play vs KKZ in Space Time.

At least his BT is effective enough to damage Rinnegan Sasuke. Just gotta add a support ninja to prevent the chaos from getting on him and there, you just beat sasuke. (I'm only referring to him)

I mean....rinnegan sasuke isn't even relevant for the most part, and if he is on your server, you can just use fire main to make your whole team "immune", or run stuff like Kurenai.
