i think the only way is to increase your crit and control stats

Might also add that using Pakkun Summon mystery can increase the chance of chaos by almost 50% since it basically acts as a secondary attack that also has chance to chaos (however Pakkun Summon mystery doesn't have boosted Crit like shark bomb does)

control doesn't matter.

neurotoxin cannot control fail.

the only stat that matter is critical rate.
