hello !
what i believe here lv 11,12,13 refine and new version is to stop people from freezing their level that ruin new players to come or understand the nature of game. freeze level players make thing out of control so this mean Ranking reward at SWB will be not changed. new players will think :
1, why these people with lower lv have so much power than them or have better quality ninja than them?
2, why they play a game that make him lose to lower lv than him ?
3, how how how why why why wtf ?
i myself have a question too, why people start the same of me fall behind so far and wait bullying less experience players?how many sub-accounts they holding? how long did he make this much power only that level ?
As soon as you are able to unlock all the important features, leveling becomes meaningless. To use level to gauge how "strong" an opponent is, is a real crappy way in *yzing them.

But this os true only because people freeze and people freeze because they are induced in doing it thinking it brings them an advantage.
Don't forget, this kind of play style that level freezers use isn't original or unique, there are games that let players do the same exact thing. I mean, look when Level 1 *s in WoW, were able to kill a much higher level opponent.
