I think the question is that, for the servers that started later than 1st of the month, would they get full attendance? I believe the answer to that is no, in another thread. Although you won't get full attendance like the other servers, no one in your server will be getting it either (so it's fair for everyone in your server).

I guess there is a chance we all get it as a gift, or no one gets it... either or. The attendance should have begun on the 09.02.16

Yeah, it's unfortunate if the newer servers cannot receive the ninjas of the other servers, but it looks like the Great Ninja War ninjas will come to the shops in a future update (from another post about the Chinese Shop). So we c*l get GNW versions of our favorite characters easily later on! :P
