I've noticed my team always goes second, and the opposing team always one shots me on the first go so i don't even have a chance to attack. It this normal and the way the PVP in this game was truly built?
Decisive bonds is a cross server feature trough the whole region (like arena).
If you are in a new server try to forget this feature exists for about 15 months.
I can disagree on your statement. After coming back to game, on new server I have started to do decisive from 25-30k. There was days when it took all 50 daily attempts to claim all chests, but since then there wasn't a single day when I didn't done it. It's free stuffs after all, and like with everything in game, it needs patience.

You can cap moon scrolls without doing it right now.

Yes, but you get Strange stones. Especially in new server and for every new player, Strange stones = 2 free cloths from Strange stones shop. Also extra fragments from chests towards unlocking new ninjas or upgrading to 4*. And it's all free.
- strange stones have awful inflation, so they're not quite worth the grind if you're lacking in time. yes they are useful resources, but the cost is very high. it's fine if you do it for the moon coins/stones but generally bonds is a last-resort event. (the quantity they give is measly compared to dailies, honestly)
- decisive bonds will remain very one-sided for most of the newer players mainly because there are just so many more players in the queue that are stronger than you. so you're a lot more likely to meet people that can 1 shot you, more than you are to meet players of equal or lower power. that's ok. as even newer servers come along, you'll get more prey
- you should be aware that some whales have a routine in bonds, so if you can avoid those timings then you might have an easier time. i find that in my cluster most of the whales complete bonds before 10pm, so i might go for bonds a little later in the day
- if you notice a common team in the queue, you can attempt to adjust your strategy or your lineup to counter it, instead of queueing again with the same losing team. one of my accounts runs pos1 madara5kage for bonds only to deal with edo hiruzen teams
- similarly, you might want to find a different bonds partner if your current one isnt working well with you. pulling a whale along is an easy way to meet lower-powered teams for wins
- also the matching system for bonds is rubbish we're not going to ignore that
Decisive bonds is one of three scenarios:
1) A top-tier p2w carrying lower bp group/server members (400K+)
2) Two fairly strong players together (250K+)
3) New server/Low bp players
There is absolutely no match making or server range to aid anyone new. In my opinion, it's just a giant waste of time until your at least 200K. (and going up with new, cheaper power systems.)
To be fair, I've been doing it since release as a spender and the reward boxes really haven't made any impact. It's just for spenders to fight each other casually pretty much.
