Yes, it occasionally occurs on chase missions, but that one or two frags is useless. Not worth loosing other ninja frags for this.

Well, in my opinion, it is better for you to get Naruto [Nine Tails Chakra] rather than getting the other ninja .. On that image above, it shows that Naruto appeared together with Shino which you can get easily everyday from Elite Instances or if that's the GNW version of Shino, he's still one of the common drops from Treasure .. In that context, the value of Naruto [Nine Tails Chakra] is much more heavier than the other ninja, which usually happens all the time, he appears with some common ninjas that you can get from Treasure or Elite Instances ..

No matter one frag value if you won't recruit him :) I think i can count on one hand how much i got him in chase mission in 1.5 years.
But it's from my own perspective, since you don't swap elites for random ninja frags, such random frags for someone is a way to go for 4*.
