Don't think it was stated in the news post, but they will not always appear after shop reset.

This is the response I got from Customer Service -

"The Advanced Refine Runes in the Group Shop are designed to randomly be available upon refreshing of the Group Shop. It will not always be available.

If you see it in your Group Shop, be sure to grab it fast!"
