His skill breakthrough his standard attack is supposed to be a double standard with a 50% damage reduction. Instead, it's just a 50% damage reduction. That means his skill breakthrough for his standard is currently a downgrade. That doesn't make sense.

Not true. Everything is working as intended. His standard attack is paired with his passive in "L" section of breakthroughs. That means one skill receives an upgrade (here - his passive) and one receives a downgrade (here - his standard).
