Its up to the group leader of how packs are distributed.

Although it sounds unfair. But thats how all groups work. only a minority of the group distribute packs evenly to each members. Other than that, usually one person will hog the legendary packs. Sometimes when you ask them why, they wont give you an answer. If you leave the group, is your loss. You find a new group, you gotta start from the begnning again
