each tool has its pros and cons its just rope is basically broken on pos 1 simply of how injury scaling is out the window a simple 10k difference is 5 times the damage on critical. Also more criticals is also great. Its normally 4 ropes but you can throw in a gourd for the control. I think its best to think that rope for dps, fan and blade for one hit wonders and gourd for tanks and cc.

Its pretty important on how you want to build, but generally refine and charm should be at lvl 6 since it should be really easy after that everything else into pos 1. You can generally put magatamas 1-2 levels higher while rune stone can be 3-4 levels higher since it also scales off charm. This is assuming you have someone like Naruto[Sage of Six Path].
