king oh hell is more hard to get for new players, and ibuse is p2w sumon so more easy to buy with cp/ingots.

The difference is that king of hell hits 3 targets for 3 combos each one while ibuse hits 2 targets for 4 combos each one.

So in terms of total combos koh is better (9 vs 8) but if you meet an enemy with 1/2 dodging ninjas then ibuse is more likely to let you complete the combo and trigger an eventual 20/30 one.
