But for some unknown reason i cant use it as it shows 1 round countdown.. Can anyone tell me the reason why this is happening??/ Or is it a bug?? Reply

Just because its a prompt skill and costs 20 chakra doesn't mean it can be used on round 1.
If you look at your second image, it says that the skill has a battlefield cooldown of 1.
That means the skill with start with a cooldown of 1 when the battle starts.

Skills with battlefield cooldown can't be used straight away. Prompt skills only let you use it before non-prompt skill although your positioning or initiative is lower( when the situation is prompt skill vs prompt skill then positioning or initiative will be in the play) . On the other hand, skills with no battlefield cooldown can be used at first like 2 star Neji or 2 star Hinata or 2 star Shikamaru and so on ..
