The time it takes to actually level is extremely short now-a-days back in 1.0 it took me 3 months to barely reach 70 then an additional 3 months to break into 90 the then level limit. Honestly this whole level freezing thing is actually detrimental for the games experience but I don't have to worry about that since I'm max level all the time, but it's upsetting seeing level 80s kick the snot out of me just because he is classified as a lower level. There is an untold amount of hate for how matchmaking is because of how we can control how fast we level. I play many accounts one of which is a F2P level 90 at 50k bp. Do you have any idea how horrible it is playing on this account. I'm literally facing off against regulars that are twice my BP and whales that are 3 to 4 times stronger than me and you know the funny thing is that they are all lower level than me.

The difference between one level and the next one is too low, that's why this problem exist.
Just 1% less basic secondary stats is too low. Should be 5% per level to begin to be something.
But in general the problem is there only due to swb rewards.
They should be changed drastically for the low level fields.
1st place in any field lower than level 100 should get the same amount of advanced refinements a top 10 gets in level 101-105 ones.
