I feel like this has happened to me but I don't remember with whom. Once you finish one the challenges will probably reset and you'll get someone else.

I don't think it is bug. There are only few ninjas system can pick from and apparently you have bad luck. If it will happen again, let me know and we will check it. It shouldn't happen.
