i think that event will not happen because there are a lot of free players here and don't want to spend that much. (wait are you talking about the new server recharge event or other things?)

lets hope someday that we can get rare ninja fragments in some other way :) like elite instance or buying them in the shops or paying a small price for 1 or 5 fragments :)

We are adding new events every week. However I can't promise Iruka or his fragments will be in of them.

The event you are talking about is part of the Opening server event.
