Ok, this is my riddle!

Konoha is a pretty temperate village and the Land of Fire is a pretty temperate country. We don’t get much snowfall, so we tend to treasure whenever it happens! But did you know there’s a country where snow is almost year-round? In fact, there’s so much snow that the current Daimyo actually wants to use technology to heat the land up with generators to get rid of it!
