1＃ Go Toas you can see Mei is the only rare that comes from the kage treasure that is not redeemable someway.
Darui, Mifune, Chojuro, Danzo, Onoki, all of them are redeemable in this scroll (gaara has his own elite instance so is fine and bee as far as i know is in the next scroll).
Why Mei is not?

I think her normal skill breakthrough (full) is quite op. She has pos 1 potential with 40 chakra, and her chase got buffed significantly.
No doubt, I would farm her frags everyday like Danzo, if she's free.

Cuz they need money and they will sell her books/frags soon? If you really want her save some coupons,her frags/books will be in konoha gift shop soon I guess.

Considering in china she can be skillbroken since 3 stars onwards and considering we do not have the edo jinchuriki treasure with her as one of the two common rares in, that's indeed the real reason.
The problem is, who goes for her when edo roshi and naruto six paths do the same work better?
P.S. You obviously didn't look at the picture. He owns her and he also owns her at around 70/80 fragments (that i may say was quite the luck considering he owns itachi susano'o but not also sasuke susano'o, so he rolled less than 2000 times in kage treasure. I suppose he fully went for the other treasures with his fragments in).
@OP: the reason is that on china she is a common rare in one of the earliest jinchuriki edo tensei treasures, so if you use 300 scrolls in it you get her 2/3 times easily.
The problem is that as i said here she is not skillbreakable at 3 stars and that treasure is not available, so they actually made her a whale only toy while makes no sense she is, since literally no whale would use her since naruto six paths and edo roshi do her same job but better.
@Jiburiru/Exvious: tell to the management that is pointless to be this greedy even on those things. It was extremely mean to show her not breakable at 3 stars. There are people that gained before ay4th or sasuke susano'o than her, that you also do not make her fragments redeemable is twice as much mean.

Haha I meant the fully skill broke version. He still needs more for 4 star and who knows how many frags for skill breaks.People with no regard for money and people who don't research will pull her frags using seals for sure(haven't seen anyone with skill broken mei yet).cough bring skill trial cough

With skill trials of her then maybe would be not pointless to make her a whale only toy (since she can increase cds with one of her trials) but the trails are not here so they just made a mean move for no reason. If i want to have a barrier ninja that hits hard and that removes buffs and shields with chase i buy edo roshi (with 12k it's mine, more or less) and if i want a ninja that hit constantly and that may give me an upper hand without owning total initiative i go for naruto. In both cases i do not spend 15/20k additional coupons on her.
