You can buy them as long as you do not have them currently generating coupons. (You cant buy two months worth of them, just have to keep on re purchasing them when they expire). No limit to how many times you can purchase them when they expire
what about the "recharge 300 or more to buy " ?

You can buy them with ingots and it's probably the best way to convert them in the long run.
Platinum monthly, if you don't have jonin medal, is locked behind a 1k ingots recharge, which is 20$.

Hi guys! I know there is a little bit of confusion so I wanted to help clear it up =p Thanks everyone for helping!
To answer the Original Poster's question, you definitely can buy both "Monthly Card" and "Platinum Monthly Card". You can re-activate these at anytime so long as they were inactive/expired first.
The "Platinum Monthly Card" does have a requirement which I posted the reference below. The requirement is that you must have either recharged 300 ingots or more on the day you want to buy the "Platinum Monthly Card" or have an active "Jonin Medal".
