Pretty sure any ninja should give 5 (five) fragments per mission, with the last giving 10 (ten) fragments.All have been this way so far and for crying out loud even a way more valuable ninja like Jonin Minato gave that way. Why should Hanzo giving 2 (two) even be possible?

It's not a bug. Certain ninjas provide fewer fragments than others and some more than others.

This was checked and confirmed as so.
