It appears to be a visual bug, on the initiative at least. When I tried him out against kakashi clones, he should have been going first out of everything on the field, even from slot 4. However he went at a normal speed (before the slot 4 kakashis, but after the slot 3s). Crit is a lot harder to test but I would guess also a visual bug.

which is actually worse than a visual bug tbh. they've slowed him down to the point where his initiative goes backwards.
