I got most of mine from the server opening event, and then promptly wasted them doing 1x draw on Seal Treasure T_T. Otherwise, Great Ninja War, weekend chase missions, power/level rewards, and I can't think of anywhere else right now but I'm sure they're somewhere.

Sage War you get one for being top 3 on your team. Also i had fair few from Survival, from 12th node and from bonus stages.

Sage world, Great Ninja War gift packs, weekend chase missions, and power/level rewards and buying from the shop is another way:)
