1. Possible, yes. Will they, no.

2. They merge servers mainly to get popularity back into the game for people who have invested money into it so that they want to spend more money. If someone had spent a lot of money for the server to just die out two months after it started, people would be mad and not want to play the game. So merge it with other struggling servers and then the spenders will spend more money and even some of the people who might not have wanted to spend will now have a bit more incentive too.

Trust me, its a lot more fun to be merged if you were in a dead server, merges help not only the company but also help the players enjoy the game more if there weren't enough players before

I guess you're right. But not for me because a whole bunch of strong players come in I went down the ranking more than I would like.
