considering he costs 700/800 coupons/ingots per fragment when appears in events and that to get 1 fragment from ninja fragment refinement you need to trade 15000 points i hardly doubt this will happen (beware that edo roshi/shisui, him 4 stars and kushina normal is still a whale meta team right now).

Might as well make elite instance for all rare ninja as well, edo hiruzen, edo minato, ay, madara, etc. (Its sarcasm by the way)

He is not available in elite because he is rare ninja, and an expensive one also, so nope, its bad decision if they make it available in elite.
