I want to ask and get opinion from u guys.. Which one is much better to finish and focus first, between refine and charm? Hope u guys can help me.

Refines are more easy to obtain,with sun and moon scrolls,for charms you has to use events mostly.And wait for rebate before do any.

all better just save all runes and charms then do it on every rebate.
