No. He is a great ninja. It is also not true, that he can only be played as buffed positoin 1 (that's just his most common use in sage world). He fits perfectly as buffer on 3rd or 4th Position.
But Water Main is not about bursting down opponents, so yes in Water-Main he is not a good choice.

Yeah but I think iruka is better for buffs. he also give shields and intreruption if enemy have a barrier ninja or a non prompt mystery or idk... a han if I have enough timing
Irukas kit is much worse. Yes, he gives a shield, but unless there is no way you make it to 30 hits, you should not put him over Hiruzen.
