2) Res / Def
Terrible-Terrible-Horrendus-Tier: Life Recovery / Dmg reduction

So-Terrible-Because-They-Don't-Work-Tier: Nin Pen. / Tai Pen.
Nin/tai *ion work only if the enemy def/res is higher than the attacking atk/nin.
Example, if you own 10000 atk and 2500 tai pen if you face somebody under 10k defense you will land on him the same exact damage as if you owned 0 tai pen. If you attack somebody with 13000 defense you will land on him damage like if he had 10500 defense. The main reason why people thinks the *ions do not work is this one because barely exist people that overstacked defense and resistance while people that overstack atk and nin are common.

Damage reduction gives you a flat reduction of 7% every 1000 stat you stack.
Elemental reduction give you a reduction of elemental only damage but on the specific element the reduction is wider the larger is the resistance.
So, +4 elemental resistance are better in general. +2 are comparable to 100 damage reduction.
