When does Arena on a new server go X-Server?

Yesterday is the first day we could participate in decisive bonds.

If I go into arena (practice mode), it tells me it is another 29 days, until we will be X-Server. However, I am matched with Ninjas and Teams

1) I have never seen before

2) which contain ninjas, nobody from our server could have aquired by now, because they were not in the events since the server started. (yes, I did consider the current trial ninjas)

Yet, when I hover over my opponents icons, it does not show me his Server-ID.
