Depends on whether you spend for Ninja or not, to be honest- you could honestly save all your seal scrolls & wait for a better treasure to be released, in hind sight that's what I'd do.

The best treasure is the Kage treasure out of the selection you have though as there are some decent teams you can make with barrier Ninja, trying for Sage Naruto isn't the worst idea either as he is insanely helpful for most of the Ninja Exams & he's not a terrible Ninja either but you could end up picking up everything but Naruto like I did & waste more Seal Scrolls than he's probably worth.

The Idea was to save scroll for Gnw, but myabe it's a very long time to wait, and i need some ninja to make a decent team and yes, sage naruto it's really good but i should be a lucky guy to get him,

• Ao – 40-60 draws
• Naruto [Sage Mode] – 40-60 draws
• Orochimaru [Konoha’s Traitor] – 40-60 draws
• Sasori [100 Puppets Performance] – 40-60 draws
  
  Ao is takeable in 10 draws in kage treasure and sasori, orochimaru isn't so good
  

Precisely why I said you could waste more scrolls than he's worth- I wasn't suggesting you DO it, just that it is a viable option that shouldn't be overlooked just because you can get garbage along the way.

He's borderline essential for Ninja Exams for example if you're a low spender or primarily f2p, which makes it worth getting even if you pick up garbage a long the way- the ninjas required to actually finish some Ninja Exams range from straight up spend Ninja & Sage Naruto for everything.
