Was intended, I think there was a small change though recently in how many tools you get- that or I've just been getting a few more tools than I usually do.
That said, Moon coins give significantly more power than levelling up your tool ever will, so I wouldn't worry about it.

Also if I'm not mistaken something is suppose to be added that allows you to get tools- I might be wrong on that, something I heard.

ya idk i was wanting to reforge my new red tool but since i have no tools i cant. i got some new tool essence so wanted to reforge those xd

The drop rates are really ridiculous. I went three weeks (75 attempts) not one tool. Everday, every attempt is a moon scrolls. Wish they would do something about it.
