from my own experience fighting (sadly I didnt finish him) his mystery does remove buffs and shield while also stopping mysteries dont know if it affect both sides since I only ever see water mains using him and then dont run buffs so much has chaos and high speed.

It only effect shields/buffs, not debufs lol

it removes buffs and shields, not debuffs. the description is a visual bug. you might want to report this directly to CS or in the bugs forum, although i'm not sure how many people have already mentioned this.
