Last time i post here about speed a guys said to me that refine is the way to make your character faster.. but when it comes to using Jutsu even if i have good refine againts my opponent why is my opponent use jutsu 1st againts me.. he didnt use interupt or seal jutsu he use the skill of tobi and when i use my main skill his tobi attack 1st... so my question is why is his tobi attack 1st.. is refine has nothing to do with jutsu.. because when i try it to my other friend and copy my friend line up it doesnt work on me so can anybody explain to me how can i use jutsu 1st before my opponent use it..

when the update started i feel like my whole ninja have gotten slow lot of player with bad refine c*e jutsu faster than me when i duel so i am really pissed why is it they use jutsu 1st.. some guys say upgrade my refine some say placement i really dont know how do we know if we are the one who is going to use jutsu 1st

Which update? With the battle armor stuff, thread/cloth upgrading c*so increase initiative, I think for the whole team.

Either your positions are different (MOVE 1,2 etc) Or Initiative is just plainly higher, you now have battle armor giving it aswell as gear. OR the INNATE initiative is higher then yours.

For example Lightning main will be faster then a earth main with the same initiative 99% of the time.
