I agree, something should be changed, I did 10 TI today and only got 0 ninja tools, this means that actually it's almost impossible to level up ninja tools or use ninja tool essence to put gold stats on the best tools since you need 6 tools to have a 100% success rate.

Please, give us players a way to get more ninja tools again, I suggest to give a fixed amount of moon scrolls for every Team Instance made (like 300-500) while giving again ninja tools like it was before. Otherwise you may follow the suggestion made above by Bacoked to put ninja tools in the moon shop.

for me just fair, coz for me i need those moon scroll too hehe, you just unlucky, sometimes i get 2-3 tools in one week

Ninja Tools are rare items. It is completely okay if you go several runs without even having a chance to obtain Ninja Tool. We do not plan to make any changes or adjustments to Team Instances and drop rates of Ninja Tools.
