It's pure RNG in the sense that there is nothing known to compare to. There might be stats on the back end that affect it, but no one knows for sure. In this case, you can hit the jackpot on the first spin, or you can drop 20K coupons and still not get it. Hence the term pure RNG. Everything in the game has some RNG, but certain things are much more extreme, like this event.
well you seeing random low levels getting the jackpots more often than consistently active players isn't that surprising.
In a server lets say 500 total players join and get to lvl 70. Of those 500, maybe 30-50 or so will be fully active after a year, and the other 450 will have dropped out/only check in once a week or so. So given this, its much more likely that if everyone rolled in an RNG event 10 times, the winner will come from one of the 450 randoms than the 50 actives.
