Pretty sure it's part of his hair on back- possibly even longer than those on sides- tied in one point and hold up with a kind of hair slide thingy- and power of anime character's law of fabulous hairstyle.
I tried that irl- on myself, since I have hairstyle- and same color- as time-skip version of Scarlet- it's possible to make this hairstyle, just gotta be more talented than me at this u.u
Oh btw- here's some pro cosplayer (photos found long time ago on forum here-dont have better quality), so you can see, it's just hair:

well i mean i coulda guessed it was hair lmao XD i kinda want to know how the hair is * and arranged. i tried drawing more detail (like, individual strands) on breeze dancer before, but i'm going to assume it's different for SB since his hair's shorter..

Hair holded up by some bigger hairpin or something like rubber band + HELLA LOT of hair gel- that's how it can work, I guess, been there, done that
Also- this wig for cosplay of Speed of Sound Sonic (OPM) is basically almost the same haiirstyle- so I think this is how it's done :D
