It register your group automatically if you're eligible for it.

Mainly you have to win your local GNW to start with. Then you have to be top 8 group power of the winning groups in your cluster.

Yupz that is correct. Just to confirm, there are mainly two criteria that needs to be met to participate in Cross-GNW. The first criteria is to win your local GNW, the second is to be in the top 8 groups (in power) for Cross-GNW.
