Last time shisui appeared in lucky board, he costed 47 points per frag.

He was on Treasure of Sage ONCE and gone.

On 40% sale he was at 105 per frag, cheapest you could ever get him.

Lucky board is your best hope.

Anyways, if you roll 7 times (that costs 100+300+300+500+500+600+800 = 3100 coupons) every day with 21700 coupons you get 35 fragments of him + 70 tactics pages + 7 level 5 magatama + 35 level 2 + 56 fragments of itachi and 7 among breaktroughs pills and the other reward (the 5 fragments are never in the 8th reward), something that could be worth it.

Lucky Board

Great Plates

Myobuku Wheel

Treasure of the Sage

Personally, I think if you're not in a hurry to grab him, try to get as many free frags from Great Plates as you can before you buy him. Each frag you obtain will save you ~135 coupons. After you've collected enough frags, purchase him from Lucky Board so you get some free power items. However, in the case that he miraculously appears in Treasure of the Sage again for a max discount of 30%, you should go for the discounted as it is much cheaper.

I havent seen Shisui in Sage Treasure, like ever.

His price was for 80 frags 8.5k in tos but that was only once. Best place to get him will be lucky board and his price is around 11k-12k in there

Best way to get him would be lucky board in the previous 2 lucky boards we had shisui was in it and he was 134-160 coupons per frag back then.
