For now free books just give him more damage. You never had him in the team for his dmg potential, so if you havent used him before, those free books wont change it. Real game changer are his Y skills, skillbooks (apart from standard +2) are nothing special tbh.
Even with them he just is a subpar version of shisui. At the moment they implemented shisui gaving him for 8-12k coupons him, even with mutations, became obsolete.

But that's only when mutations come. Skillbooks don't change his barrier. He also becomes a subpar version of susanoo itachi via the chaos mystery.

Right now even full skillbroken he is in everything he does worse than shisui. When mutations come he becomes comparable to shisui in global usefulness so still there is no reason to invest a ton of resources on him.
