you can only plunder who are in level 85 and above this all what i know

you can only plunder people with +-15 lvl of you

you can plunder people 15 lvls higher than you, i remember i got plundered by some guy's alt who was more than 15 lvls under than me to slow me down before he could come in and plunder me.
