Hey guys!
Finally took some time to test out as it's been heavily requested
So it was a 1v1 duel fight where we both used Lightning Main and I used the 2nd standard attack with bloodthirsty and anbu tactics buff (because it lasts for whole fight)
The enemy was using calm mind standard, arena prowess
So I just let 2x3 duels play out until the round 10 and I was watching and at same time noting all damage numbers in a notepad
1x3 duels without tai/nin pen 8 Gates
1x3 duels with tai/nin pen 8 Gates
So it was around 1k difference in both tai/nin pen between the tests, I will show you the stats in detail below.
In both examples it was 39 non-crit standard attacks in total noted

Note2: Damage Reduction has nothing to do tai/nin pen, you can see results of my testing in comments below
WITHOUT TAI/NIN PEN

Average: 20036 / 12 = 1670 damage
Fight 2: 1766, 1743, 1698, 1592, 1794, 1775, 1776, 1815, 1447, 1730, 1765, 1692, 1649, 1789
Average: 24031 / 14 = 1716 damage
Fight 3: 1562, 1755, 1655, 1668, 1777, 1819, 1780, 1728, 1766, 1653, 1680, 1716, 1760

Total Average: 66386 / 39 = 1702 damage

Average: 25935 / 15 = 1729 damage
Total Average: 67089 / 39 = 1720 damage
CRIT: 2782, 3010, 2837, 2803, 2907, 2954, 2881, 2940, 3062, 2852, 2789
Average: 31817 / 11 = 2892 damage
Comparison and conclusion:
Average Non-crit damage: 1720 - 1702 = 18 damage difference, WITH Tai/Nin pen it was 18 higher on average in 39 examples (almost 1% difference, which is easy accomplished by damage variety)
Average Crit damage: 2897 - 2892 = 5 damage difference , WITHOUT Tai/Nin pen it was 5 higher on average from mixed examples (0,5% difference, which is nothing)
Conclusion:
Tai/Nin pen either simply don't work or requires a much higher amount than the one we can currently acquire, you can currently count on it as simply a stats that improves your power in number so you can look cooler having more power and nothing else. (and actually surprisingly it gives a lot power especially when compared to stats such as life/def/res, I got +300 more power by removing my +life 8 gates and adding Nin-pen 8 gates)

Thank you for the time you spent on testing and making this ''guide''.
However, I think it would've been more intresting if in the first case you used less tai/nin Pen than the opponent's damage reduction
and in the second case adding the tai/nin Pen chakras to have equal or more tai/nin Pen than the opponent's damage reduction.
Something like that as example:
Case 1: 2500 tai/nin Pen VS 3500 damage reduction
Case 2: 3500 tai/nin Pen VS 3500 damage reduction

1st fight
2411 tai pen, 2172 nin pen vs 2779 damage reduction
CRIT: 2769, 2701, 2654, 2858, 2837, 2825, 2840, 2845, 2789, 2697, 2714, 2755, 2875, 2686, 2785, 2691, 2762, 2673
Average: 49846 / 18 = 2769 damage
2nd fight
3482 tai pen , 2976 nin pen vs same 2779 damage reduction
CRIT: 2764, 2684, 2835, 2721, 2667, 2675, 2654, 2770, 2751, 2688, 2755, 2733, 2692, 2845, 2846, 2694, 2770, 2826
Average: 49370 / 18 = 2742 damage
Less damage with 1k more tai/nin pen, because of small amount of examples

the test was against me. the results we got showed there was no effect. I have still the doubt MB standard attacks are special cases, so we will retry it tomorrow with other ninjas :-)
If this is going to be confirmed with more tests, i can see just 2 position for us to take.
1) p3netration/resistance is bugged and doesn't work. It will be fixed by a later patch (like mystery delay) and we just need to wait to receive it from CN. This could be the reason why tencent waited 2 years to test this officially.
2) It's a whale stat. In CN is not inusual to see people with 7+ k p3netration/resistance without spending directly in it. Maybe it's like control and you need some big numbers (which we don't have yet) to effectively feel the difference.

Both me and ICEx made more tests and the results didn't show any difference (he will update this later, i think).
So, right now, is likely to consider it bugged as you say (i doubt is true the 2nd you said, but who knows).
Maybe, when we get next patch, lets call it 5.0, we get it fixed.
EDIT: i tested it also together with Eplox, by removing all our equipment, so we had very low stats. still there was no difference even if we had 4-5k def/res (if worked a 3k pen should do as much against a 5k def/res as a 7k do against a 10k def/res).
