Hi! I personally think what you said was definitely a great way to use your resources. Collect the resources you need and wait for a rebate event.

Tactics is something that does definitely help in power and my opinion is to power it up to probably around Level 6 (remember to choose the one you want to use in the long term, I personally like Ghost Tactics just for general purposes).

If by chance you are wanting to focus on Battle Power, I personally would recommend focusing on Beset Magatamas, Charms, Rune Stones, Myoboku Trial Cultivation, Summon Cultivation, Treasure Tools (from Team Instance), and Treasure Tool Essence. Obviously there are many other ways to obtain power, but those I mentioned are my opinion one of the best places to get power. Just do what you are doing, collect power items from events like Treasure of the Sage, Konoha Shop, Lucky Board, etc. Save them for rebate events and use it.

I'd get charms before purification runes and save for charm rebate. In fact, you shouldn't be concerned about getting purification runes at all before you have at least level 6 refines. Mood scrolls you will get passively, so unless you really need them I don't advice you to spend coupons on them. Better wait for great plates where you can get a bunch of them for free.

Not sure how much tactic pages are in sage, but in konoha outlets you can buy 10 for 225 coupons. Try to upgrade your tactics at least to level 4 and focus only on one.

Anbu clothing was in konoha outless for 70 coupons a piece. That is the cheapest it has been. I'd advice to not get it from sage treasure and wait for outlet instead.

For other outfits, it is better to collect their fragments slowly from free events since you are f2p. Buy their fragments only when you have at least 25 from free events. The best event would be missions (you get 12 free fragments). You c*so get clothes from great tree, sakura's gift and lucky board (usually 3-5 free fragments)

Bro, i do recommend you not to buy Mood Scrolls directly from the shop or even in Treasure of the Sage .. You can get tons of Free Mood Scroll in events, just like the Great Plates event .. For Clothing, you can get it slowly by just piecing it thru redeeming fragments of available clothing in events with free points just like what i did with my other Clothings .. And the rest, follow what peoples said above me and you'll be fine and strong one day .. keep it up bro, good luck :D

For tactics page, just spend 100 coupons per day in the myoboku wheel (the chance to pick a 10 pack is not low) or wait foe konoha outlet where that pack is at 225 coupons (10% discount).

About what tactics to go for, if you are f2p and you want to be competitive with low cashers do not go for ghost kill, choose sun move or the other tactics with defense. The effect of +1320 resistance/defense for a f2p is way higher than +990 nin/atk.
