Count on which point in the game you are. If your around lvl 80 and a f2p a gnw 2 star is generally fine, same with iruka. If your way later your team should be all 3 stars or higher due to being mainly event or rare pull ninja.

Depends on the ninja honestly.

Iruka is really good. GNW Tenten is really good and GNW Hinata is also really good.

Snake Cloak Kabuto is aight.

Every other 2 star ninja isn't really worth it.
