I can't really say per week but for every 4 weeks, which should be the time between the refine rebates you should have at least minimal 100 but on average it's higher than that.

You can get around 550-600 points per week in monthly event that means 18-20 runes from it + you are able to gather around 5k group points that are another 10-15 from group shop. Every month the max you get is 130-150 without taking in account any other event.
