This event has no guaranteed rewards, except frags of 5th hokage. Here is the breakdown for one time rewards assuming you get 20 free keys/day for whole event.
2 Seal Scrolls for 100 coupons; cost is 50 per scroll <-- Recommended Minimum
10 frags for 3,600 coupons; cost is about 360 per frag
30 frags for 13,600 coupons; cost is about 450 per frag
80 frags for 33,600 coupons; cost is about 420 per frag
However, this is the value in coupons of each of the prizes in the spinner
