It's Juzo Biwa. He was Itachi's partner before kisame.


Edit: He was also one of the seven ninja swordsmen and had zabuza's sword (before him).

Check episode 456 of Shippuden, you will see him there as he explains to Itachi how Might Duy defeated some members of the Seven Swordsman of the Mist ..

Suigetsu got the Beheading Sword from the hands of a Executioner/Bodyguard of a boss from a certain village who claims he defeated the demon Zabuza and obtained the Beheading Sword as a War Prize .. This happened after Sasuke killed Orochimaru and released Suigetsu from a water tank to become his subordinate .. I forgot what episode it is but that's where Suigetsu got the Beheading Sword ..
